Agnes Zani to chair a five-member committee on Nadco, 10-point agenda implementation

The committee aims to ensure that implementation of the MoU aligns with the aspirations of all Kenyans.

President William Ruto and ODM leader Raila Odinga have appointed a five-member committee to oversee the implementation of the 10-Point Agenda and the National Dialogue Committee (Nadco) report.

The move signed on Wednesday marks a major step forward in the bipartisan push for national unity and reform.

Former Senator Agnes Zani will chair the committee, which will begin work immediately.

Other members include Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and governance expert Javas Bigambo.

The appointments follow a Memorandum of Understanding (MoU) signed on March 7, 2025, between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM).

The MoU outlines ten core commitments designed to address enduring national challenges and foster inclusive prosperity. These include:

  1. Full implementation of the Nadco Report.
  2. Inclusivity in all spheres of public life.
  3. Protecting and strengthening devolution.
  4. Promoting and protecting the livelihood of the youth.
  5. Leadership and integrity.
  6. The right to peaceful assembly under Article 37 of the Constitution; and compensation for victims of protests and riots.
  7. Addressing the national debt.
  8. Fighting corruption.
  9. Stopping wastage of public resources and promoting government efficiency.
  10. Promoting the sovereignty of the people, rule of law, and constitutionalism.

A joint secretariat co-led by executive secretaries from UDA and ODM will support the committee’s work.

Both parties have committed to fully funding and facilitating its operations.

Under the guidance of the Principals, the committee will undertake inclusive consultations across the country. Stakeholders to be engaged include government arms, departments, independent commissions, civil society, religious institutions, and the private sector.

The committee's work will be informed by diverse perspectives, with the aim of ensuring that implementation of the MoU aligns with the aspirations of all Kenyans.

The committee is expected to submit bi-monthly reports to the Principals and quarterly reports to a joint Kenya Kwanza–ODM Parliamentary Group, whose first sitting is scheduled for August 18, 2025.

A final comprehensive report on the MoU’s implementation will be released to the public on March 7, 2026—exactly one year after the landmark agreement was signed.
