Mohamed Maalim: Career administrator shaped by service across Kenya

Mohamed Maalim is a veteran public administrator whose career in Kenya’s national government spans nearly three decades, marked by service in some of the country’s most demanding administrative and security environments.

He joined the civil service in the early 1990s as a District Officer Cadet, steadily rising through the ranks to serve as District Commissioner, County Commissioner and Regional Commissioner.

Service in Bungoma

While serving in Bungoma County, including parts of the Mt Elgon region, Maalim played a key role in conflict resolution, security stabilisation and inter-communal engagement, working closely with local leaders and security agencies during periods of tension.

Experience in Garissa

In Garissa County, a region facing persistent security challenges, he focused on community policing, public trust-building and coordination of national government services, strengthening cooperation between residents and security agencies.

County Commissioner, Mombasa

As County Commissioner in Mombasa, Maalim oversaw coordination of national government functions in a major urban and coastal hub.

His work covered urban security, public order management, service delivery and inter-agency coordination, at a time of heightened security concerns,

Rift Valley Regional Commissioner

Maalim later served as Rift Valley Regional Commissioner, overseeing one of Kenya’s largest and most diverse regions.

His responsibilities included managing banditry, cattle rustling and inter-communal conflicts, while supporting development coordination across multiple counties.

Recognition and credentials

His service earned him national recognition, including the Moran of the Order of the Burning Spear (MBS) award for exemplary public service.

Academically, Maalim holds a Bachelor’s degree and a Master’s degree from the University of Nairobi, alongside advanced leadership and security training from national institutions.

Supporters say Mohamed Maalim’s long career has given him a deep understanding of government systems, policy implementation and public accountability, qualities they believe are essential for effective parliamentary leadership.

As he considers elective office, Maalim joins a growing list of former senior administrators seeking to translate their experience into direct representation and service in Parliament.
