Clinical officers sign historic CBA after eight years, end 36-day strike

On January 28, 2026, both the clinical officers and the Council of Governors reached a return-to-work formula.
Clinical officers across Kenya have signed a landmark Collective Bargaining Agreement (CBA) with county governments, ending a 36-day strike and concluding eight years of negotiations over pay, allowances, and job security.
The Council of Governors (CoG) confirmed that all 47 counties signed the agreement on Monday, February 2, 2026, allowing clinical officers to resume full duties immediately.
Earlier, on January 28, 2026, KUCO and CoG had reached a return-to-work formula.
That agreement enabled clinical officers to safely end the strike and return to hospitals while the final technical details of the CBA were being completed.
Under the signed CBA, clinical officers will receive a fixed risk allowance of Sh4,000, with arrears backdated to July 2025.
Monthly salary increments will range from Sh6,000 to Sh15,000, giving most officers at least Sh10,000 extra per month.
Officers funded by the Global Fund and Universal Health Coverage (UHC) will now transition to permanent, pensionable positions, strengthening the public health workforce.
KUCO Chairperson Peterson Wachira welcomed the breakthrough.
“After eight years of waiting, our members finally have a signed agreement that recognises their work and ensures better conditions.”
The CoG confirmed that counties will fully implement the CBA and protect clinical officers from any victimisation for participating in strikes.
With this agreement, healthcare services nationwide are expected to return to normal immediately, marking a major step toward stabilising human resources for health in Kenya.
