CS Ogamba puts schools on notice after Gilgil drowning incident

Education CS George Ogamba has put all schools in Kenya on notice, ordering strict enforcement of safety protocols after a three‑year‑old learner drowned at Gilgil Hills Academy in Nakuru County.

The tragic incident occurred on Friday, March 27, 2026, when the child--a learner at the school--reportedly fell into a fish pond on the school grounds and drowned.

The Ministry said the loss of the young life is “painful and sorrowful,” offering condolences to the family while also launching an inquiry into the circumstances that led to the tragedy.

CS Ogamba stressed that schools must be safe zones for learners and warned that failure to implement safety guidelines will attract disciplinary action.

Here are the key safety measures the Ministry wants all schools to follow:

  • Regular risk assessments — Schools must routinely inspect their compounds for hazards that could put learners at risk.
  • Supervision during all activities — Teachers and staff must actively monitor children, especially in open areas and during play.
  • Secure high‑risk areas — Bodies of water, ponds, tanks, construction sites, and other hazardous spots must be fenced off or restricted.
  • Emergency readiness — Schools must ensure staff are trained in first aid and emergency response to handle crises when they occur.

The Ministry is working with investigative agencies to establish exactly how the Gilgil incident unfolded and to recommend actions to prevent similar tragedies.

Parents and guardians have also been urged to support schools in reinforcing safety measures and ensuring children are supervised throughout the school day.

CS Ogamba’s directive serves as a reminder that learner safety is non‑negotiable and that all education institutions must uphold standards designed to protect children.
