DCI: Raphael Tuju ‘abduction’ was staged, CCTV reveals coordinated plot

The Directorate of Criminal Investigations (DCI) has claimed that the reported abduction of former Cabinet Secretary Raphael Tuju was in fact a staged incident, with investigators citing CCTV footage and witness accounts to support a “carefully coordinated plan”.

The agency said the alleged disappearance, first reported at Karen Police Station on March 22, was “self-orchestrated” and designed to mislead both law enforcement and the public.

CCTV timeline: How the incident unfolded

According to the DCI, a detailed review of surveillance footage established a precise sequence of events on the evening of March 21.

At 6:46pm, Mr Tuju’s vehicle, registration KCL 346P, left Entim Sidai Hotel and briefly stopped for what investigators described as a coordinated roadside interaction with a white Toyota Probox.

Minutes later, the two vehicles were captured on different routes before converging again along Nandi Road, where the Probox began trailing Mr Tuju’s car.

By 7:17pm, the sequence reached what detectives termed the “abandonment stage”.

Mr Tuju’s vehicle reportedly pulled over at Miotoni Lane, switched off its headlights and activated hazard lights. Seconds later, three occupants exited and boarded the waiting Probox, which then drove away.

CCTV footage later captured the Probox heading toward Mr Tuju’s residence, effectively closing what investigators described as a “pre-planned movement”.

Suspects identified, vehicle still missing

The DCI said the Probox involved, registration KDN 673L, is linked to Mwanaidi Chemeli Saidi and has not yet been impounded.

Investigators have identified several persons of interest, including: 

  • Samson Okiya Sirako, believed to have driven the Probox
  • Karen Wangare, whose phone was allegedly used in communication
  • Khadijah Chepkosia Saidi, said to have coordinated communication
  • Zipporah Wambui

Authorities say efforts are ongoing to trace and apprehend the individuals.

DCI dismisses abduction claims

The agency said the findings “clearly contradict” earlier claims that Mr Tuju had been trailed by suspicious vehicles with no number plates.

Instead, detectives believe the incident was a premeditated scheme intended to create public alarm, although the motive remains unclear.

“The evidence gathered indicates a deliberate plan designed to mislead,” the DCI said.

Investigations ongoing

The DCI warned that any attempts to issue “diversionary statements” would not affect the course of investigations, adding that the case remains active.

Authorities say all those found culpable will face legal action as detectives move to establish the full extent of the alleged scheme.
