Embu Governor demands independent probe after two killed in protests

Embu County Governor Cecily Mbarire has called for an immediate, thorough and independent investigation into the killing of two people during protests in Mbeere North, Embu County, where one other person was injured.

“I call for immediate, thorough, and independent investigations into this incident, and urge that those responsible be held fully accountable,” she said.

The governor strongly condemned the use of excessive force, including live ammunition against unarmed demonstrators, saying the response was disproportionate and unacceptable.

She also extended condolences to the bereaved families and expressed solidarity with those affected.

“I extend my deepest condolences to the bereaved families and stand in solidarity with the affected community during this moment of profound grief,” she said.

The protests were triggered by public concerns over service delivery at the Ishiara Level 4 Hospital, which had earlier prompted county government interventions.

Governor Mbarire said the County Department of Health had held consultative meetings on April 7 and 8, bringing together hospital management, the facility board and stakeholders.

The meetings led to corrective measures, including cleaning of the facility, planned infrastructural improvements under the 2025/2026 budget, and administrative action against staff found to be negligent, including transfers of senior officials.

Despite these interventions, demonstrations went ahead on Tuesday and escalated into violent clashes.

Police have since launched investigations into the incident as pressure mounts over the use of force during the protests.

The governor also urged calm and warned against politicising the matter.

“I appeal to the residents of Ishiara and the wider Embu community to remain calm and allow due process to take its course,” she said.

She added: “I further urge leaders and members of the political class to refrain from politicising this matter.”
