Former Nandi DG comes up with proposals to end wrangles in counties

A former Deputy Governor has come up with a raft of proposals which he says will cultivate harmonious relationship between Governors and their deputies and end perennial wrangles.

The first Deputy Governor of Nandi County Dr Dominic Biwott is categorical that rivalry between Governors and their deputies, which has been witnessed in some counties, has adversely hampered service delivery to the people.

According to Dr Biwott, the position of deputy governor comes with a lot of challenges and opportunities.

"The position of Deputy Governor is both complex and rewarding and understanding the intricacies of the role will be key to your success," said Dr Biwott.

He said the main challenge with the Deputy Governor’s role is that it often it is unclear and undefined.

"Without a formal budget or a set of specific duties, it can sometimes feel like you are tasked with finding your place in the administration," said Dr Biwott.

However, he says that this ambiguity provides Deputy Governors with an opportunity to define their own space and take ownership of areas that need attention.

He says Deputy Governors' leadership are critical in areas like project coordination, policy implementation and public engagement.

"Although the role may not always come with clear directives, your actions can shape the trajectory of the county," said Dr Biwott.

Dr Biwott acknowledges that Deputy Governors are sometimes seen as secondary figures, with much of the attention focused on the Governor.

"While this can feel isolating at times, it is important to remember that the work you do behind the scenes is the foundation of good governance," he offers.

He said Deputy Governors are instrumental in supporting the Governor’s initiatives and in ensuring that the administration functions smoothly.

"Your value is not always seen in the spotlight, but it is felt through the results of your contributions," he writes in 14-point proposal.

He acknowledges loyalty is key in politics and Deputy Governors need to show unwavering support for the Governor’s agenda.

"However, this loyalty should not come at the cost of your personal integrity or independence," said Dr Biwott.

He says the political environment will often test the Deputy Governor's resolve, and it is important to maintain a balance between supporting the Governor and staying true to your own principles.

"The most successful Deputy Governors are those who build a relationship of mutual trust and respect with the Governor. Especially first term Governors," said Dr Biwott.

He says that the DGs should also be aware of political brokers, noting that in every political environment, there will be individuals known as political brokers--those who seek to influence decisions for their own personal benefit.

"It is crucial to remain alert to their tactics and stay focused on the best interests of your county and the people you serve," said Dr Biwott.

He notes that while building alliances and networking is important, the Deputy Governos should always prioritize the welfare of the county over any individual or political agenda.

"A strong relationship with the Governor is fundamental to the success of your tenure as Deputy Governor. Trust is built over time through consistent actions, open communication, and shared goals," said Dr Biwott.

He notes that here will be disagreements and challenges along the way, but maintaining a strong partnership with the Governor will help DGs to navigate the complexities of the role.

"The Deputy Governor's support and loyalty is key to achieving the shared objectives for the county, and your ability to contribute constructively will earn you the trust and respect of both the Governor and the people," said the leadership expert.

He however advised Deputy Governors that while they hold significant positions, they are not the Governors, but principal assistants supporting and complementing county boss leadership.

"Your role is to be the Governor’s trusted partner and advisor conjoined in the hip, helping to implement his vision and ensuring that the administration functions smoothly," notes Dr Biwott.

He says while DGs will have their own areas of influence and leadership, their success will depend on their ability to support the Governor’s agenda while maintaining their own integrity and independence.

"The strength of your partnership with the Governor will be crucial to achieving the goals set for the county," Dr Biwott advised.

"The Deputy Governor’s Position Survives on a Good Relationship with the Governor.
Above all, remember that the Deputy Governor's position thrives on a good relationship with the Governor," added the former DG who served under Governor Dr Cleophas Lagat.

He argues that the success of the Deputy Governor’s oiffice and the administration at large hinges on the strength of the bond the DG share with the Governor.

"While there may be disagreements, your ability to work together, align your goals, and support one another will determine your effectiveness in the role," said Dr Biwott.

He also advices Deputy Governors to focus on common goals, not divisions with their bosses.

"The most effective Deputy Governors are those who focus on the common goals shared with the Governor, the administration, and the people of the county," said Dr Biwott.

"Working together towards the same objectives ensures that progress is made and that divisions are minimized," he added.

Dr Biwott acknowledges that there will be moments when the Deputy Governors efforts go unnoticed or when you feel forgotten in the shadow of the Governor.

"At times, you may feel that your role is overlooked, but it is important to remember that the Deputy Governor’s work often happens behind the scenes," he advices.

"Stay committed, and trust that your efforts are making a real difference, even if they aren’t always in the public eye," added Dr Biwott

He notes that the position of a DG offers an invaluable opportunity to build political capital, develop leadership skills and prepare for the future.

"As you work alongside the Governor, you will gain insights into governance, policy development, and public service that will serve you well should you one day be called upon to lead your county," advices Dr Biwott. 

Dr Biwott at the same time lauded the appointment of the youthful Evans Kapkea as Uasin Gishu County Deputy Governor who took over from John Barorot who resigned in August to join a global ICT company.

"This is a significant achievement, and I am confident that you will serve the people of Uasin Gishu with dedication, wisdom, and leadership. Your appointment reflects your skills, and the trust placed in you to help shape the future of the county," said Dr Biwott of Mr Kapkea’s appointment.

"As you step into this role, focus on the areas where you can make a meaningful difference and contribute to the success of the county’s development," he added.

He urged Mr Kapkea to ensure that as he takes over office, he should stay true to the values that brought him to the office.

"Your leadership will shape the future of Uasin Gishu, and your ability to navigate the challenges ahead will determine your success," Dr Biwott advised the new DG who now serves under Governor Jonathan Bii.

"The people of Uasin Gishu County are fortunate to have you as their Deputy Governor, and I look forward to seeing the positive impact you will have on their lives," added the former DG.
