Government says fake fuel shortage claims led to illegal, overpriced shipment.

Kenya’s fuel scandal has escalated after top energy officials resigned following their arrest, as investigations into alleged manipulation of fuel data deepen.

Those who have stepped down include former Petroleum Principal Secretary Mohamed Liban, Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo Bargoria, and Kenya Pipeline Company Managing Director Joe Sang.

The three are among senior officials arrested on Thursday, April 2, over what the government now describes as a deliberate scheme to falsify fuel stock data.

In the official communication, Head of Public Service Felix Koskei said the alleged actions amount to serious economic offences.

“Such falsification of information and misrepresentation by primary duty bearers within the petroleum supply chain constitute serious breaches of public trust and may amount to economic crimes,” said Mr Koskei.

He added that the government will take “firm and decisive action against any individual or entity found culpable.”

According to the statement, key officials: 

  • Manipulated data on fuel stocks
  • Created a false impression of a looming shortage
  • Exploited rising global prices and public anxiety

This allegedly triggered the irregular procurement of an emergency fuel cargo outside the government-to-government (G2G) framework.

The shipment was: 

  • Procured at inflated prices
  • Acquired in breach of procedures
  • Reported to be of substandard quality

Kenya introduced the G2G fuel supply deal in 2023 to end shortages witnessed in 2022.

Despite stable supply from international partners, investigators say insiders manufactured panic to justify the emergency purchase.

Authorities say investigations are ongoing, with more officials under scrutiny.

The government has directed full cooperation and promised further action as inquiries continue.
