The incident occurred Friday morning near Park Road, Pangani, prompting shock among motorists and onlookers.
The officer was immediately taken into custody by Nairobi traffic police.
Authorities say the inspector had no official clearance to carry out traffic enforcement in Nairobi, a role reserved for officers deployed or seconded to the county.
“We have rules to ensure that policing duties are performed in the right jurisdiction,” said a senior Nairobi traffic officer, speaking on condition of anonymity.
“No officer, regardless of rank, can operate outside their station without proper approval.”
The arrest brings out ongoing concerns about law enforcement accountability and adherence to regulations across counties.
