Ruto names Kwale Governor Achani to intergovernmental selection panel
President William Ruto has appointed a selection panel to oversee the recruitment of members to the Intergovernmental Relations Technical Committee, as set out in a Kenya Gazette notice issued on April 9, 2026.
The panel has been constituted ahead of anticipated vacancies following the lapse of six-year non-renewable terms for seven members, effective June 19, 2026.
According to the notice, the selection panel will manage the recruitment process for nominees to fill the positions and ensure continuity in the committee’s operations.
The committee is responsible for strengthening coordination between the national and county governments, particularly on matters related to devolution and shared functions.
In the appointments, Kwale Governor Fatuma Achani has been named among the members of the selection panel.
The panel is chaired by Amos Gathecha from the Executive Office of the President.
Other members include Council of Governors Chairperson Ahmed Abdullahi, Benjamin Chesire Cheboi, Ochilo Ayacko, Dr Michael Lenasalon, Dr Shadrack Mose, Francis Owino, Dr Joanne Machayo, Prof Nicholas Letting, and Mutheu Kasanga.
The selection process will be supported by joint secretaries drawn from key institutions, including the Council of Governors, the State Department for Devolution, the State Law Office, the Public Service Commission, the Association of Professional Societies of East Africa (APSEA), and the Kenya Private Sector Alliance (KEPSA).
The panel will be tasked with declaring vacancies, receiving applications, shortlisting candidates, conducting interviews, and forwarding successful nominees for appointment in line with the Intergovernmental Relations Act.
The appointments come at a time when the government is undertaking structured renewal of key constitutional and technical bodies whose terms are expiring.
The changes take effect immediately as the recruitment process begins.
