Long-awaited private security regulations near final approval

Registration of security firms and training for private security personnel is set to be regulated following the conclusion of public participation on the Private Security Regulations Bill, 2025 at grassroots level, with final national public participation event scheduled for Monday.
The regulations were discussed at grassroots level during a public participation forum in Machakos on Friday and in seven(7) other regional forums across the country.
Speaking at the public participation forum at Machakos Social Hall, Protective Security Industry Association (PSIA) Secretary-General Mugambi Lichena said the purpose of the regulations is to strengthen corporate governance, set professional standards, and ensure compliance in the private security industry.
“The Private Security Regulatory Authority was formed in 2016 and in 2019 they came up with regulations which never went through because there were some contentious issues, but now we are happy that these issues have been addressed in the draft,” said Mr Lichena.
Under the regulations, a Private Security Fidelity Fund is set to be operationalised with a 1pc levy on the total annual revenue of private security firms.
The fund shall be used for organising training workshops and seminars for private security service providers and for administrative, and operational expenses of the Private Security Regulatory Authority, among other uses prescribed in the law.
Women in Safety Excellence (WISE) representative Ms Monica Kimeu, welcomed all stakeholders to the final public participation forum at the Kenyatta International Convention Centre (KICC) so as to add value to the draft regulations.
“We are excited because, as a sector, we have not been regulated. This is a step in the right direction as it will make us more professional,” said Ms Kimeu.
