Governors push for full implementation of 10‑Point NADCO Agenda

COIN-10 stands for the Committee on the Implementation of the Ten-Point Agenda and the National Dialogue Committee (NADCO) Report.

The Council of Governors (CoG) has underscored the importance of accelerating implementation of the 10‑Point Agenda and the National Dialogue Committee (NADCO) Report, saying progress must translate into measurable outcomes for Kenyans.

The call came during a meeting on Friday between CoG leadership and the committee tasked with overseeing implementation of the 10‑Point Agenda and NADCO report (COIN-10).

The 10 points were signed in a Memorandum of Understanding (MoU) on March 7, 2025, by President William Ruto and Raila Odinga at the Kenyatta International Convention Centre (KICC), Nairobi.

The MoU sets out 10 priorities for reforms and cooperation.

The Friday meeting focused on devolution, fair resource sharing, completion of devolved functions, governance, and county infrastructure.

Council of Governors chairman Ahmed Abdullahi, said the Council’s input will guide the committee’s report.

“Our contributions will reinforce a devolved system that works better for counties and delivers results for Kenyans,” he said.

The 10‑Point Agenda aims to implement the NADCO Report, protect devolution, promote inclusivity, create youth opportunities, strengthen leadership and integrity, uphold constitutional rights, fight corruption, manage national debt, prevent wastage of public funds, and enforce rule of law.

A five-member committee, led by former senator Dr Agnes Zani, is overseeing implementation. Members include Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo.

They are consulting counties, civil society, faith groups, and the private sector.

The committee submits bi-monthly updates to political principals and quarterly reports to a joint parliamentary group.

A full report is expected on March 7, 2026.

So far, progress has been uneven. Some steps on resource allocation and youth programmes are visible.

Other areas, especially devolution and constitutional reforms, have been slow.

The council said full implementation will strengthen governance, boost unity, expand youth opportunities, and address corruption and economic challenges.

Stakeholders want clear timelines and accountability.

Friday’s engagement will feed into the status report.
