Ruto expands diplomatic missions, names new envoys

President William Ruto has announced fresh nominations and redeployments within Kenya’s Foreign Service, bringing the country’s diplomatic footprint to 72 missions across the world.

In a statement issued by the Executive Office of the President, the government said the changes were driven by the need to operationalise newly approved missions and address vacancies left by outgoing diplomats.

“These changes comprise nominations for appointments to newly established missions as sanctioned by Cabinet, and the filling of vacancies arising from the end of tenure of serving diplomats,” said Chief of Staff and Head of the Public Service Mr Felix K. Koskei.

Kenya previously maintained about 70 diplomatic missions, meaning the latest changes  reflect a modest expansion rather than a wholesale restructuring of the foreign service.

Among the prominent nominees is former Fafi MP Mr Elias Bare Shill, who has been appointed Deputy Ambassador to Mogadishu, Somalia.

Other appointments include Mr Kosiom Frank Ole Kibelekenya, nominated as Ambassador to Copenhagen, Denmark, Amb. Dr Joseph Warui, who has been redeployed to Moscow, Russia, and Amb. Mohammed Hussein Nur, appointed Deputy Ambassador to Dar es Salaam, Tanzania.

The President has forwarded the nomination of the full ambassadorial post to Denmark to the National Assembly for consideration and approval.

Mr Bare Shill is a former Member of Parliament for Fafi Constituency in Garissa County.

During his time in the National Assembly, he served on key House committees, including the Defence and Foreign Relations Committee, giving him exposure to diplomatic and regional security matters.

Kenya’s foreign missions play a central role in advancing economic diplomacy, regional security cooperation, trade promotion and consular services for citizens abroad.

While the government maintains that an expanded diplomatic presence is necessary to protect national interests, the growing network continues to attract public scrutiny over costs and efficiency.
