Former NOCK official arrested after allegedly shooting, injuring wife in Narok

A senior General Service Unit (GSU) police officer who also served as a National Olympic Committee of Kenya (NOCK) official, was on Tuesday arrested after he allegedly shot and seriously injured his wife at their home in Ketete area, Narok County.

Mr Stephen Kiptanui Soi who was in 2021 sentenced to a 10-year jail term or a fine of Sh103 million over misuse of public funds over his involvement in the 2016 Rio Olympics scandal, is said to have shot and wounded his wife who is an advocate of the High Court at their home on Tuesday morning following an altercation.

According to the police, Mr Soi is a licensed gun holder.

"The victim was injured in her left thigh and was admitted to a local private hospital in a stable condition,” a police report filed at Mulot police station read in part.

When police visited the scene, Mr Soi was not in the house, prompting a brief search for him and the Ceska pistol used in the drama.

He was later found and arrested.

After a search of the house, police found a spare magazine with 12 rounds of ammunition.

The gun that was used in the incident was found in his bedroom with a magazine containing six bullets.

A spent cartridge was also found at the scene, police added. 

The gun was sent for ballistic testing.

Police said Mr Soi,68, would be charged with attempted murder. 

Police are also investigating the circumstances that led to the shooting.

Mr Soi is not new to controversies.

In 2021, Mr Soi who headed the Kenyan team to the 2016 Rio Olympics, was sentenced to a 10-year jail term or a fine of Sh103 million over misuse of public funds.

He appeared before Anti-Corruption Court Chief Magistrate Elizabeth Juma at Milimani, Nairobi who found him guilty of corruption, abuse of office and misuse of public funds during the 2016 Olympic Games held in Rio de Janeiro, Brazil.

In her ruling, Ms Juma said that issues arose in the manner which tickets to attend the Olympics were raised and quickly cancelled, distribution of allowances to delegates and unutilised tickets.

Soi claimed he was not in charge of NOCK accounts during Rio 2016, and was not in Kenya when money was used to buy tickets for unauthorised people.

A report compiled by an investigation team led by Dean of Students at Strathmore University, Paul Ochieng in 2016, revealed that at least Sh88.6 million was reported to have been embezzled.

The money had been earmarked to buy air tickets for team members, but was instead taken by unidentified ministry officials.

The High Court however later in January 2023 ruled Mr Soi was innocent in the corruption case following his appeal.

Judge Esther Maina ruled him not guilty saying his defence had not been taken into consideration in the original trial in September 2021.

Not much was known about Mr Soi, then an assistant commissioner of police (ACP), before he was dismissed from the force in 2004 along with 56 other senior officers.
