IEBC begins training ahead of voter registration resumption

IEBC says Continuous Voter Registration is a constitutional obligation under Article 88(4)(b) of Kenya’s Constitution.

The Independent Electoral and Boundaries Commission (IEBC) has kicked off its National Training of Trainers (ToTs) at Sawela Lodges in Naivasha in preparation for the resumption of Continuous Voter Registration (CVR), due to begin on September 29, 2025.

IEBC Chief Executive Officer Hussein Marjan called the training a crucial milestone in ensuring a credible and inclusive 2027 election.

He reminded attendees that CVR is not optional, but rather it is a constitutional obligation under Article 88(4)(b) of Kenya’s Constitution.

“We must execute this duty with urgency and excellence,” he stated.

Mr Marjan  urged all staff to uphold honesty, impartiality and professionalism in order to earn public trust.

The ToTs workshop covers the full CVR process, including operational procedures and use of the Kenya Integrated Election Management System (KIEMS) voter registration module.

IEBC expects this to standardise application of electoral laws and technologies across all constituencies while improving preparedness and risk management for the upcoming exercise.

IEBC aims to register 6.3 million new voters in addition to the current 22 million already on the register. Eligible services include:

New registrations, for Kenyan citizens aged 18 or older with valid ID or passport.

Transfer of registration, allowing existing voters to change polling stations (via Form C and biometric verification at constituency offices).

Corrections or updates to voter particulars.

Inspection of voter status, both online and at constituency offices.

Kenya’s growing youth population and expanding electorate mean this registration phase is vital to secure broad participation.

Previous drives saw hundreds of thousands register, but needed better reach and accessibility in some areas.

This time, IEBC emphasises preparedness—from mapping polling centres and testing KIEMS kits to gazetting officers, distributing materials and conducting voter education campaigns.
